С учетом представленных государственным обвинителем доказательств суд Пружанского района назначил мужчине наказание в виде ограничения свободы без направления в исправительное учреждение открытого типа на срок 1 год 6 месяцев. SOUTH DAKOTA RANCHERS UPSET OVER NUMBER OF ELK CONTINGENCY LICENSES South Dakota ranchers are angry over the number of elk contingency licenses recently issued across four units, especially because they were involved in the creation of the new elk management plan in 2015. South Dakota Game, Fish and Parks (SDGFP) announced this week that there would be 20 of these licenses in units that span both public and private property, the Black Hills Pioneer reports. The elk contingency licenses are used to “reduce the elk population in areas that have been heavily affected by drought,” said Andrew Norton, SDGFP senior big game biologist. There is not set location for where these licenses are issued. Basically, it’s based upon where the elk are “relative to the department’s objective” so that the elk population can be reduced “in order to improve grazing conditions on forest service land that ranchers lease.” Yet, Aaron Thompson, president of the Spearfish Livestock Association, Eric Jennings of the S.D. Cattlemen’s Association and Casey Miller of the S.D. Stockgrowers Association vocalized their opposition to the number of contingency licenses issued during the last Game, Fish and Parks Commission meeting. All three served on the stakeholders group during the creation of the state’s elk management plan. Now, they say that 20 licenses aren’t enough to cover the lost forage. And, in fact, when compared to how much ranchers have to reduce grazing because of drought (10% in the Northern Black Hills and 5% for the forest in general), Thompson called the number “beyond insulting.” He pointed out that 20 contingency licenses “amounts to .276% reduction in grazing impact by elk” and that SDGFP should issue at least 470 contingency licenses “in order to level the grazing population with livestock.” “So, on the one hand you have the ranching industry that has their livelihood at stake in the matter, taking a forest wide 5% reduction in numbers,” said Thompson. “On the other hand, is the department suggesting that 20 additional tags scattered across the forest is adequate to mitigate over grazing?” However, according to Norton, the number of contingency licenses were determined using data from the Natural Resources Conservation Service (NRCS) and information from the U.S. Forest Service, which resulted in a total of five contingency licenses for each of the four elk units in the Central and Eastern Black Hills. NRCS models from Aug. 15 showed “forage production estimates were 80% to 92% of normal within the elk management units,” according to the Black Hills Pioneer. The additional 20 licenses add 4% to the 490 antlerless elk licenses already issued in the Black Hills, allowing SDGFP to hit the 6,000 to 8,000 population objective as underlined in the current elk management plan. goHUNT Gear Shop Further, Norton said that “the contingency licenses are not being issued in the Southern Hills because while the elk population was 90% higher in 2020 than it was in 2016, drought conditions are not as severe,” which makes landowners in those areas “nervous” because they “are aware of the damage elk can do.” Northern Black Hills elk herds are 40% below objective, leading Norton to say that “we’re going to want to increase elk in there, and we’ll be less likely to want to allocate contingency licenses there.” “We’re trying to be specific about where we harvest these elk,” said Norton. “I will point out that two years ago when we flew, we were at 6,500 elk with an objective of between 6,000 to 8,000. If the current elk population was above objective, more contingency licenses would have been recommended, but because we are already below objective in some units, fewer licenses were recommended. As a result of elk numbers being below objective in the Northern Black Hills the past two years, less grazing competition with cattle from elk has already occurred in these units, which will mitigate losses to forage as a result of drought conditions.” Thompson remains adamant that the number of licenses is too small. “Our intent was never to beat down elk numbers for no good reason,” said Thompson. “The blinding disparity between the livestock industry’s response to this drought and the Department’s response to this drought cannot be explained away by quibbling over details, pointing to the NRCS forage availability calculations or any other manner of squirming. The discrepancy in response between livestock’s 5% reduction and the department’s suggested herd reduction of .267% is too great for this to be explained by flawed data and miscalculation.” Because of these discrepancies between stakeholders and wildlife officials, the commission has recommended that SDGFP talk to these producers before announcing plans to the public.

How to stay safe while hiking in hunting season. Wearing orange is not the only precaution hikers - and dog owners - are encouraged to take. Fall is popular with all walks of outdoorspeople, including both hikers and hunters. As New York’s hunting season picks up steam and daylight hours dwindle, hiking and biking advocates urge those exploring the woods recreationally to take extra precautions so as to maintain the safety of themselves, their pets and hunters. “Hunting is an activity that’s quite popular and has a long heritage here,” says Andy Mossey, Stewardship & Advocacy Coordinator for The Catskill Center. “As people are getting out and recreating, we should be prepared that we’re sharing the woods with hunters.” Wear orange Hunters are required to wear orange or pink when hunting with a firearm. So, too, should hikers and bikers. Maria Bedo-Calhoun, president of the 3500 Club, says a recent hike raised some alarms for her. “I was out hiking yesterday, and it didn’t seem like we saw a lot of people in orange,” she says. Mossey says he recommends that during peak foliage season, when orange is common in the woods, people also incorporate a bright cyan blue. “Do a blue shirt or backpack,” he says. “And rocking an orange hat is really important.” Keep dogs in orange and on leash Mossey says in the past few years, it’s been dogs, not people, that are more commonly mistaken for a deer or bear. He urges dog owners to be particularly mindful. “Especially if they happen to be a mid-to-large size dog that’s darker in color, they should definitely be wearing a reflective, bright vest.” Orange reflective dog vests can be found in any local pet supply store or online. It’s also crucial to keep dogs on leash to control their running through leaves and underbrush, which could confuse hunters. Stick to daytime hikes and rides Hunters are particularly active at dawn and dusk, when deer are as well. To optimize safety, Scenic Hudson advises hikers and bikers to limit their outdoor activities on wooded trails to prime daylight hours. Stay on established trails Established trails are the best place to hike during hunting season. “While it may be enticing to go for those bushwhack hikes this time of year, I typically recommend sticking to peaks with trails, and trails that are somewhat busier,” says Mossey. Ontario set to expand areas where dogs can learn to hunt live coyotes in penned areas Ontario wants to expand a licensing regime that allows residents to unleash dogs in an enclosed area to teach them how to hunt captive coyotes, foxes and rabbits. Hunters say there is a growing demand for the dog sport, which is often referred to as training and trialing, while animal advocates call it a cruel practice for the captive prey. The province’s natural resources and forestry minister said the government wants to allow more of the hunting facilities to prevent the sport from moving underground. “These facilities are going to become less and less over time unless we take some level of intervention,” Graydon Smith said in an interview. “The one thing that we also wouldn’t want to see is in the absence of these facilities that dog owners and their handlers are out doing this on other private land or Crown land where there could be unwanted interactions with both people and wildlife.” In 1997, then-premier Mike Harris’s Progressive Conservative government began phasing out the practice by ceasing the issuance of licenses required to operate dog trial areas in the province. It also made it illegal to sell or transfer those licenses. At that time there were upwards of 60 such areas across Ontario. They are all on private property and must be completely enclosed. There are now only 24 licensed train and trial areas across the province. The province has proposed to grant new licenses through a one-time 90-day application period and allow licenses to be transferred to new owners, a summary of proposed changes on the Environmental Registry of Ontario shows. The prey that will be hunted, usually coyotes, must be caught legally, often through traplines, the registry says. “This isn’t about active hunting or anything like that,” Smith said. “This is about animals that are bred for this purpose.” The government’s proposals were sent out for public comment in early April and close on May 18. The proposed changes are part of an omnibus bill tabled in early April called the Less Red Tape, Stronger Economy Act. John Bell, the president of the Ontario Sporting Dog Association, said Wednesday at a legislative committee studying the bill that the closure of dedicated training and trialing areas have forced hunters to “run their dogs” in the wild. Christine Hogarth, the parliamentary assistant for the solicitor general, who is in charge of animal welfare in the province, pressed Bell on the safety of all animals in the training and trialing pens. Bell, who owns a large pen for the sport and trains his dogs to hunt coyotes, said there are rules in place for animal safety. “The regulations call for us to have brush piles, dens, or man-made escape units, we call them pods,” Bell said. He has built pods on his own 225-acre pen that includes concrete culverts leading to buried 45-gallon drums that are vented above, he said. The pods are baited with food so the coyotes learn where to hide. “If they are in danger, they’re in the ground,” he said. “And I can assure you there’s not very many dogs going to go in a 10-inch culvert when there’s an alligator at the other end.” There are now 33,000 members in the Ontario Sporting Dog Association, which lobbied the government over the past year on the training and trialing licenses. The dog sport also has competitions. Judges stand throughout the enclosures — some are hundreds of acres in size — to score how well dogs are tracking and hunting down coyotes. The first dog trialing competition in Ontario took place in 1887, Bell said. The dog trial proposal also has the support of the Ontario Federation of Anglers and Hunters. “This has been a priority for us for since the beginning of the changes in 1997,” said Kristen Snoek, a wildlife biologist with the federation. But Camille Labchuk, the executive director of advocacy group Animal Justice, argued the entire practice is inhumane. “They do some of these contests where dogs chase terrified coyotes around an enclosed pen, and they also train the dogs to kill the coyotes so that they can later use those dogs for hunting,” she said. Cougar killed in Buffalo County, DNR says MADISON, Wis. (WMTV) - A cougar was killed in western Wisconsin Saturday, and the hunter involved claims it was in self-defense. The Wisconsin Department of Natural Resources says an archery deer hunter found the cougar while hunting, and felt like they were in danger. The hunter then shot the cougar and self-reported the incident to the DNR. Cougars are a protected species in Wisconsin, so the DNR conducted an investigation. The agency says no charges will be filed against the hunter. The DNR is not certain if there is a cougar population in Wisconsin and says they may be migrating from the west. The DNR receives 15-20 verified reports of cougar sightings every year.

Albania's Hunting Ban: Birds and Mammals Get a Two-Year Break Vast numbers of European birds and other wildlife will be spared from illegal slaughter, thanks to a two-year moratorium on all hunting enacted by the government of Albania. The Balkan country, which lies along a major migratory flyway, encompasses wetlands and other habitats that provide crucial refueling stops for millions of migrating birds. But poor law enforcement, a surge in gun ownership, and an influx of foreign hunters had made Albania essentially a year-round shooting range. Targets were not just game species but also eagles, cranes, shorebirds, and even small songbirds. "Albania was a death trap for migrating birds," said Gabriel Schwaderer, executive director of the conservation organization EuroNatur. It wasn't just birds that suffered, according to Schwaderer. To study the critically endangered Balkan lynx, EuroNatur set up automatic cameras in mountainous areas, documenting all passing animals. Mammals such as roe deer and chamois that should have been recorded in significant numbers were rarely spotted. "This shows that game animals are in very, very low densities," Schwaderer said. The new law, approved on January 30, suspends all hunting licenses and use of hunting areas for two years. The government will use this hiatus to study ways to reform conservation regulations and control what had become almost complete lawlessness. Hunters in Albania have long been unafraid to shoot anything that came within range—even in national parks, where wealthy hunters, the majority of them from Italy, bribed poorly paid rangers to serve as guides. Election, Exposure Prompt Action While many Albanians, including a substantial number of hunters, realized that the situation had to change, the government showed no interest in strengthening conservation laws, or even in enforcing the regulations that were in place. But elections last June brought a new party to power, with government ministers more sympathetic to conservation. Spase Shumka, a board member of the environmental group Protection and Preservation of Natural Environment in Albania, said an article by writer Jonathan Franzen that appeared in the July 2013 issue of National Geographic ("Last Song for Migrating Birds") "very much had an effect" on the debate over hunting. "The National Geographic story served as a main reference," Shumka said. "People distributed the article in the ministries, and it was received very positively. It fit in very well with the transitional government period." Shumka said he and others in Albania "are optimistic that things will change positively because, for the first time, in this law we have effective integration of enforcement." Before, responsibility for regulating hunting fell solely on the Ministry of Environment, which had little power. "People who were caught illegally hunting or camping or cutting wood in a protected area would be fined, but only one in a hundred would actually pay the fine," Shumka said. "Now the laws will be enforced in cooperation with the state police, which is very important. It's the only authority which has power." In addition, the law implementing the hunting moratorium requires the cooperation of the Ministry of Finance. "This will mean additional funding for the Inspectorate of Environment," Shumka said. "It's really an impressive and groundbreaking decision that Albania took," Schwaderer said. "I can imagine that some of the hotel owners are not so happy, because probably they will have fewer visitors, especially hunters from Italy. But on the other side, they have a great opportunity, because only if they stop this crime will they receive bird-watchers and other visitors interested in ecotourism."

Various species are the cause of livestock poisoning. The seeds of the macrozamia are poisonous, but the aborigines know how to handle them to remove the poison, and thus take advantage of the large amount of food provided by a single plant. Macrozamia seed cones form after some fire. Male and female seed cones form on separate plants, and large female seeds mature when they turn red or yellow. Seeds of macrozamia are a good source of starch, but when eaten without processing, they are poisonous. The Australian aborigines crushed and soaked the macrozamia seeds in water for a week, changing the water daily. Then tortillas were made from the pulp, and it was also fried on hot coals.
